Diesel soot traps in California

The LA Times just reported that California will be requiring "diesel soot traps" on all diesel engines (see link below). Does anyone know more about this? Will they require some modification for small tractors? Thanks in advance.P.S. This link is only good for about 5 days, per the LA Times.

I assume that you are referring to the LA times article at:

There is more information at the Air Resources Board at:

However, I gather that the regulations have not been set and they will need to go through a public comments period prior to issuing regulations. If you are concerned, perhaps you can attend a public comment session.
