Would seem mechanic would think of anything I would but clogged air filter or air intake system is one think some miss. Does it heat up real fast of slow over heat after running with heavy load? If slow may be using too high a gear or too low a rpm.

In the heat, the proper antifreeze concentration cools better than straight water.

Maybe an obstruction. Put brand-name cooling-system cleaner in, run for a bit, drain the rad and inspect what comes out. Then get the block back-flushed.

I'm sure obvious things like the fan and belt have been checked. ....
