When I got my new to me Model 1648 tractor the joystick only allowed movement in one direction at a time. Then it made a little tick sound and the joystick got sloppy, I don't feel the indents and when I lower the bucket I have to pull the joystick back to center or it will drift down and lift the front wheels.

I looked at the parts diagram and didn't see an obvious gate or spring assembly.

Does anyone have experience with the joystick assembly?

I am not familiar with Kubotas, so take this with a grain of salt, or bag as the case may be.
I think you are talking about a single stick two valve loader system.
If it has a rubber boot to cover the ends of the valves, pull it back.
You may have a bunch of junk making things sticky.

It also could be that the 'Tick' was the linkage coming apart, or plate where it links to the valve, broke.
I had one that broke off where the pin went through.
I just made another. A branch in the woods broke it, I did not find it until I went to lower the bucket.

If you do not find anything amiss with the linkage,

With the tractor not running bucket on the ground.
Disconnect both controls (take a picture before you do so you can see where everything goes when you put it back together)
push then pull each rod, see if it springs back to center.
Both should.

Just my 2 cents ....
