I have a MT2201D which is stick in reverse
I have taken the access plate off and everything seems normal and working properly
any thoughts out there

Don't know that model but, assuming it's not pedal adjustment or driveline lockup from misusing 4WD, you might jack both rears clear and have a helper try to rotate each wheel a bit while you try to shift. ....

Have you tried working the shifter (with the tractor off) linkage with the access plate off by hand? Am talking about inside the transmission to be clear. ....

I have taken the shift cover off. I raised the rear of the Tractor so that the rear wheels will spin.
The Shifting Sleeve seem to slide back and forth from R-1st and 2nd-3rd fairly easily But really not sure what I would be looking for
I can turn the crank by hand with socket set while in reverse and the wheels will rotate
I put the Tractor into first gear and I cannot turn the crank
So I am really not sure where or what to look for
Also

The PTO Moves freely and has no interference
The 4 Wheel drive was used very rarely
....

I do not know your transmission at all but it makes me think your shifter slipped out of the linkage in the transmission. The best I can tell you and to try and work the linkage in the transmission it self slid one at the time and try turning the wheels and see the effect. If not what you want change that back amd try again. ....
