trouble starting 1925 new holland tractor

I have a 1925 New Holland Tractor. I am having trouble with the 30 amp fuse located near the starter. It blows when I turn the ignition switch to light the glow plugs. I can start the tractor by not engaging the glow plugs and cranking the starter with 3 or 4 short burst but sometimes this also causes the fuse to blow. So far I have replaced my battery and had the starter checked. The started checked out OK. I pulled the glow plugs and checked them with an olm meter and they checked ok that way. Any suggestions on what might be going on would be appreciated.
