i have a new holland lx 485 skid steer with a shibuara n843h motor in it. its roughly 38 horse. i recently rebuilt it after someone ran it low on oil. now it seems like it has an adjustment on the governor problem. it idles and rev up just fine. it seems as if when under a load it boggs down or when just moving forward on the controls.
if anyone could help with any insite on how to adjust it it would be greatly appreciated

Unless you tinkered with the governor while rebuilding, you shouldn't be messing with it. It sounds like a fuel delivery problem---kinked hose, weak lift pump, or clogged fuel filter, or bad fuel--or all of the latter.

everything was swapped to a new block since the other threw a rod out of it. ....
